UNIDAD DISCURSIVA DE HUMANISMO, EL PRESUPUESTO EN CIENCIA Y TECNOLOGÍA PARA EL CONAHCYT 2018-2024

Abstract

The objective of this article is to describe a discursive unit that characterizes the human meaning of science and technology, in the period from 2018 to 2024 in Mexico. As well as, the behavior that this discours brought with it in the budgetary projects for Ramo38, corresponding to the Consejo Nacional de Humanidades, Ciencia y Tecnología (Conahcyt), currently, Secretaría de Ciencia, Humanidades, Tecnología e Innovación (Secihti). Therefore, a mixed study is carried out, which is based on the analysis of the narratives and speeches issued institutionally, as well as the reforms and budgetary projects, the above allows us to observe: on the one hand, a humanist discursive unit antagonistic to neoliberalism; and, on the other hand, fluctuations and finally a reduction of the budget in real terms. Which generates concordances and discrepancies between both elements.
