Resumen
Este artículo analiza el diseño de las reglas de distribución secundaria de las transferencias intergubernamentales en Brasil, Argentina y México y muestra que el contenido redistributivo de las fórmulas resulta de la interacción entre el balance de poder de las coaliciones legislativas de regiones con diferentes capacidades fiscales y los incentivos de carrera política para que los políticos subnacionales defiendan los intereses territoriales de sus regiones
This paper discusses the design rules secondary distribution of intergovernmental transfers in Brazil, Argentina and Mexico and shows that the redistributive content of the formulas resulting from the interaction between the balance of power in the legislative coalitions of regions with different fiscal capacities and policy incentives for subnational politicians defend the territorial interests of their own regions career
